Current Professional Experience and Successes (2001-present):

Regional Advisor GBAO MSDSP– Aga Khan Foundation Tajikistan Jan 1st 2006 – present - This position requires full responsibility for staff, project management, design and implementation for all disciplines of development for the Tajik Gorno Badakshan Autonomous Oblast. This is including monitoring and evaluation systems as well as management staff and HR improvement processes. Strategy, planning, project coordination and fund raising (proposal and programme development) are also daily considerations for this position. Sustainable development practices and agricultural improvement programs have been highly advanced in GBAO as a result of this consultancy.

USAID M&E Coordinator, MSDSP of the Aga Khan Foundation Tajikistan 2005 - Contract for monitoring and evaluating the USAID CAIP program administered through MSDSP, Reports and exit/closeout of the project were also aspects of this position. Other main duties during this period included proposal writing for WB projects, coordination of consultancies, field evaluation and problem solving of construction project sites in the field. Completion of this assignment required a large amount of creative problem solving to deal with sub-project issues before final report deadline. This was accomplished and all reporting and donor requirements were met in full.

External Relations Manager UNDP CP, Tajikistan 2004-2005 - Contract for the development and realignment of resources already on hand, both physical and human resources within the communities programme. This also included responsibility for NGO, INGO and donor relationships in the field and throughout Tajikistan. Other main duties included: Extensive research and grant writing for the EU, Japan, and other donor organizations/countries on multi-million dollar funding projects for poverty relief and community development. Moreover, organizational and structural issues including the areas of civic awareness, local governance, water resources and rehabilitation planning, economic development and micro-credit schemes.

Programme Consultant UNDP CP, Tajikistan 2004-2004 - This consisted of a contract for the development of the new Communities Programme, which replaced the RRDP programme in 2004. Moreover, proposal writing for the EU and other donor organization as well as report generation were a daily aspect of my work. Development of training materials and introduction of the concepts of Sustainable Development and Sustainable land management in light of Agricultural Practice in Khatlon were high priority aspects of this assignment.

Consultant/Vice-Chancellor, International Humanitarian University, Tajikistan 2002-2004 - Contract for the development of a western university format, this was inclusive of introduction of staff and students of the former Soviet system to the “Credit hour” and “Accreditation” systems. Writing and developing a four year business degree program and curricula was core to my effort. Research and aligning 800 students, 27 teaching staff and university management toward elevated levels of educational quality and educational involvement was core to the work accomplished.

Economics/English Instructor for Tajikistan University of Technology, 2001-2002 - Contracted for research and the development of a western economics curriculum, which was suitable for Tajik students and Tajik training staff. This included the need to discover methodology for teaching western economic principals to Tajik Students and staff. This was accomplished and the curriculum is still currently in use.

Other contracts fulfilled 2001-05 - EBRD, Research and reporting concerning cotton gin operations and practices in Khatlon and Khujand, Tajikistan. OSCE, Presentation development and delivery of several ecology training programs for youth. GAA, Review and validation of agricultural research findings. GTZ – Review of HR systems and reporting on HR issues.

Past Experiences and Successes (1984-2000):
Property Manager: “Sunny 2 Properties” College Station, Texas - 1998 to 2001 - Position required responsibility for operations of 60 residential income properties, including management, maintenance, leasing and marketing of the properties. Legal and leasing consideration as well as scheduling and timely repair of the many unit’s physical systems including electrical, plumbing, heating, AC and etc. 24 hour service provision for repair and emergency services.

Human Resources Generalist “Jonco Die Company”, Minneapolis, Minnesota - 1994 to 1998 - Human Resources Management: Managed multiple Human Resources responsibilities including personnel, training and development operations. Analyzed and assessed company’s Human Resources Management practices and programs to determine effectiveness for labor, professional, and technical positions. This included all Administration, OSHA, EPA, Safety, Equal Opportunity Programs, Drug/Alcohol Awareness Programs and Education Programs. I have been responsible for forecasting and coordinating manpower planning to meet operational requirements.

General Manager “Design Electric” Bryan TX, - 1990 to 1995 - Charged with responsibility for managing overall operations of electrical and security contracting company. Restructured operations of this startup company and positioned it to be the leading regional security and electrical contractor in the area after just one year of operation. Direct duties included, marketing management, sales team management, human resources management for a staff of 35 persons.

Instructor & training development “Belize Trade School”, Central America 1989-1990 - Developed and delivered basic educational curricula in mathematics and life skills for underprivileged youth in government detention centers in Belize. Life direction and coaching were aspects of my work.

Warehouse Manager. “Kroy Inc”, St. Croix falls Wi. 1984 – 1989 - Materials Handler: Managed overall operations of warehousing and material handling. I was responsible for twenty five million dollar chemical and hard goods inventory. I utilized tracking software, AMAPS, shipping/receiving, quality control, heavy equipment, HAZMAT, chemical storage and waste management including, Bi-annual physical inventory.
