Archived UpdatesWHAT'S NEW!!!New & recent projects: EU-China Biodiversity Programme (State Environmental Protection Agency, PRC) 2007 – International Consultant for programme evaluation and re-design of a monitoring system for 19 field projects; capacity development for programme planning, logical framework analysis and skills transfer to national consultants; preparation of practical field project monitoring and evaluation reporting systems and networks. In addition to projects led by China agencies the evaluation work includes projects led by WWF, The Nature Conservancy (USA), Conservation International, the Wildlife Conservation Society, FAO and Wetlands International. (with AMEC Earth and Environmental). Ministry of Environment, Government of Ontario, Canada. 2007 – continuing. Sustainability Consultant in a multidisciplinary team which is examining environmental policies and emerging issues in a variety of other jurisdictions including Canadian provinces, the USA federal and state governments, Australia and the European Union. This work is intended to ensure that the Strategic Planning Branch of MOE is fully appraised of external influences on Ontario’s environmental planning needs for 5, 10 and 20 year planning horizons. (with Marbek resource Consultants and AMEC Earth and Environmental, Ottawa) Indian and Northern Affairs Canada – Government of the Northwest Territories. 2007 - 2012 – Project Manager, for a 25 person team undertaking environmental, natural resource and socio-economic analyses (plus protected areas management planning) towards the implementation of the NWT Protected Areas Strategy. All of the areas in question result from the implementation of the legislation which settles land claims negotiations with the First Nations of the Northwest Territories. (with AMEC Earth and Environmental). Waterfront Toronto Redevelopment Corporation – Team Leader with responsibility for the design of development criteria for projects which will “re-naturalize” large areas of industrial brownfields, the lower Don River valley and estuary and the greater Toronto harbour area. This work draws on global progress on the rehabilitation of waterfront landscapes and the creation of new systems of parks and protected areas. (a portion of a larger AMEC Sustainability award) International Institute for Sustainable Development (IISD) 2007 and continuing – consultant for the development of a new World Heritage Site including trans-boundary protected areas and First Nations lands along the Manitoba-Ontario border in Canada. This is a multi-year initiative to provide an international profile and sustainable development basis for this largely wilderness area in the Canadian Boreal Forest. AMEC Earth and Environmental (Ottawa, Canada) 2007 and ongoing: Senior Associate, (Environment and Sustainable Development) with a mandate to undertake new projects in Asia and Canada (particularly the North). Sustainable development projects are a specific major focus both with the federal government of Canada and with international bi-and multilateral donors – CIDA, USAID, CBD, ADB, EU and the World Bank in particular. Senior Associate Relationship with GFA Consultants, (Hamburg, Germany), ongoing – has assisting with and participating in the development of major project proposals with GFA, other companies and NGOs in Europe, Canada, and the USA including fact-finding missions in Georgia, Kazakhstan, Azerbaijan, Russia, Ukraine, Moldova, Tajikistan and Afghanistan in recent months. USAID – PLACE Program (People, Livelihoods and Conservation) – lead biodiversity specialist – for this new USAID global program (2007-2012) with anticipated projects in Afghanistan, Central Asia, the Caucasus, Sudan, Liberia and Iraq. In addition to biodiversity conservation there will be cross-cutting components concerning improved governance, policy reform, capacity development, SME development and conflict mitigation. Relationships have been developed with three larger firms for opportunities in PLACE Following the very successful completion of our long term 2005 project in the Hashemite Kingdom of Jordan, we had the opportunity to work in Tajikistan (2), Bahrain, Eritrea, China, Afghanistan, and Georgia among others in 2006 and into 2007. International Development Research Center (IDRC) Canada, CIDA and IFAD, 2006 and continuing – Monitoring and Evaluation Consultant for an evaluation of the Regional Water Demand Initiative for the Middle East and North Africa (WaDimena; 2004-2009). The evaluation is designed to strengthen the overall M/E strategy to better capture outcomes, policy influence and capacity development benefits. Water demand and environmental management strategies are being examined in Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia and Yemen. Specific program components include applied research and pilot activity projects, regional exchanges, individual and institutional capacity development and knowledge networking. European Union, UNEP and Government of Afghanistan, 2006 and continuing – Team Leader for a project design mission, elaborating the European Union’s environmental program in Afghanistan (in coordination with the Asian development Bank, UNDP and GEF). This is a follow-up to the UNEP post-conflict environmental analysis (2003) and the ADB/UNDP program design for the re-establishment of Afghanistan’s protected areas system (which is also a poverty reduction program) and work undertaken by UNDP, USAID and others on a new tourism and economic development strategy for Afghanistan. EU LIFE, UNDP and Government of Lebanon, Ministry of Environment, Dec 2005/06 and continuing – International Protected Areas Specialist providing inputs to the Protected Areas Action Plan (PAAP) of Lebanon’s ongoing Stable Institutional Structure for Protected Areas Management (SISPAM) project. Lebanon’s PA system has protected areas ranging from coastal wetlands to mountain areas (and an expansion of the system is anticipated) but has yet to develop a system-wide management structure. Development of the PAAP is being undertaken by a joint Lebanese-Canadian team and involves technical management plan development, extensive stakeholder and public involvement and the establishment of a system-based monitoring and evaluation procedure.
World Bank/Islamic Republic of Iran 2006 - Protected Areas Consultant and Environmental Specialist - as part of a German-led consortium we have been awarded a major new World Bank project in the Alborz Mountains in Iran on the northern slopes above the Caspian Sea. This is a multi-year project with significant environmental components related to watershed rehabilitation, environmental management, reforestation and community involvement. The specialized work will focus on the selection of new protected areas, management planning and the promotion of nature conservation policies and practices. Asian Development Bank GEF, and the Government of P.R. of China, Jan 2006 and continuing – Consultant, Ningxia Integrated Ecosystem Management Project - initial coordination of a team of 20 domestic and international consultants and the Government of China (and the provincial government of Ningxia Hui Autonomous Region NAR)), to formulate a sustainable ecosystem-based economic livelihoods project, based on an Integrated Ecosystem Management approach, including prioritization of investment activities to achieve the project’s objectives, and establish clear links between the Helan Mountains, the piedmont and the Yellow River alluvial plain, and their surface and ground water resources.
Highlights from late 2005 Kingdom of Bahrain, UNDP and the Convention on Biological Diversity, 2005/06 and continuing – International Consultant contracted to prepare the Bahrain National Report to the Convention of Parties to the CBD (Brazil, March 2006). This includes a multi-stakeholder workshop process among technical specialists within the Directorate of Environment and Fisheries. This is to be followed by additional work to assist in the initial stages of preparing the National Biodiversity Strategy and Action Plan (NBSAP) and the development of preliminary Global Environment Facility (GEF) projects granted through UNDP.
Aga Khan Foundation, Tajikistan 2005/06 and continuing – Team Leader for an evaluation of the Community Action Investment Program (CAIP) of the Mountain Societies Development Support Program (MSDSP) which operates in 900+ villages in the country. CAIP is a USAID-funded program to increase incomes, manage communal resources in the Pamir Mountains and attain food security in areas affected by the civil war which ended in 1997 including the Rasht Valley, Khatlon Oblast and the Gorno Badhakshan Autonomous Oblast. The project evaluates the performance and capacity building aspects of CAIP; considers the performance of the pilot economic development activities; and formulates recommendations on future conflict mitigation approaches for future replication of the CAIP. As always, we continue to be engaged in the development of new projects in Asia and world-wide.
