September 2005 Update

Following the successful completion of our 2005 projects in the Hashemite Kingdom of Jordan, as well as successful projects in Afghanistan, Kazakhstan, China, Russia and Iran in 2004, we are exceptionally pleased to announce several new projects in Tajikistan and Bahrain which will close out our 2005 period.

Our current projects:

Aga Khan Foundation, Tajikistan 2005/06 and continuing – Team Leader for an evaluation of the Community Action Investment Program (CAIP) of the Mountain Societies Development Support Program (MSDSP) which operates in 900+ villages in the country. CAIP is a USAID-funded program to increase incomes, manage communal resources in the Pamir Mountains and attain food security in areas affected by the civil war which ended in 1997 including the Rasht Valley, Khatlon Oblast and the Gorno Badhakshan Autonomous Oblast. The project evaluates the performance and capacity building aspects of CAIP; considers the performance of the pilot economic development activities; and formulates recommendations on future conflict mitigation approaches for future replication of the CAIP.

Kingdom of Bahrain, UNDP and the Convention on Biological Diversity, 2005/06 and continuing – International Consultant contracted to prepare the Bahrain National Report to the Convention of Parties to the CBD (Brazil, March 2006). This includes a multi-stakeholder workshop process among technical specialists within the Directorate of Environment and Fisheries. This is to be followed by additional work to assist in the initial stages of preparing the National Biodiversity Strategy and Action Plan (NBSAP) and the development of preliminary Global Environment Facility (GEF) projects granted through UNDP.

UNDP, GEF and the Government of Tajikistan, 2005/06 and continuing – International Project Development Specialist preparing a Medium Sized Project (MSP) for UNDP/GEF focused on community learning and institutional capacity building for global environmental management and poverty reduction in Tajikistan. More specifically it will focus on technical aspects of reforestation and integrated ecosystem management, effective management of water and energy resources and disaster prevention and mitigation and adaptation planning. Cross cutting elements of the project include designing a new coordination mechanism for the implementation of CBD, UNCCD and UNFCCC along with a new focus on public education and awareness raising related to the related local environmental issues.

We are exceptionally pleased to announce that we are well underway with our 2005 season in the Hashemite Kingdom of Jordan. This follows on from the successful completion of our projects in Afghanistan, Kazakhstan, China, Russia and Iran in 2004. We are also engaged in the development of new projects in Central Asia.

Republic of Kazakhstan (Forestry Committee, Ministry of Agriculture) and the World Bank, 2004 and continuing – Team Leader for the design of a community involvement and participatory planning component in the Forest Protection and Reforestation Project in Kazakhstan. The project designs long term investments to strengthen the National Forest management system, rehabilitate the NE Irtysh pine forest ecosystem and improve saxaul rangeland management in dry Aral Sea the southern Kyzyl Orda Oblast (with AFC Consultants, Bonn, Germany and MNT Consultants, Bishkek, Kyrgyzstan).

Highlights from our projects earlier in 2004 included:

UNDP Iran, the Global Environment Facility (PDF B) and the Iran Department of Environment, 2004 - design of alternative livelihood proposals for 2-3 protected areas in the central Zagros Mountains of western Iran. This is part of the GEF Conservation of Biodiversity in the Central Zagros Mountains Ecosystem project and a second contract to aid in the design of a full GEF project, now estimated at $10 million USD.

With the completion of this phase of the Zagros project development we received the following endorsement for our work from Dr. Asghar Fazel, Zagros Biodiversity Project Director (and Director General of the Iran National Museum of Natural History).

"I have known Stephan Fuller for 2 years since he started his work in Iran as Consultant for UNDP projects, all of which he did quite well. Since we have had a competitive selection process for our positions, Mr. Fuller has consistently ranked in the top 10%. I would not hesitate to recommend him as a consultant for environmental positions particularly in developing countries".

December Update from Fuller and Associates

We are exceptionally pleased to announce that we have four new contracts underway during the Fall/Winter - 2004/2005. These follow on from the successful completion of our projects in China, Russia and Iran earlier during 2004. We are also engaged in the development of new projects in Uzbekistan, Turkmenistan, Iran, Afghanistan, Georgia, China and Vietnam in particular.

The newest projects include:

WorldBank, GEF and the Royal Society for Nature Conservation in Jordan, 2004/2005 – Stephan Fuller will be Team Leader on a six month GEF Full project design for the Jordan Rift Valley, including management of a multi-national and multidisciplinary team assessing and designing an expanded protected areas system from the Dead Sea to the Gulf of Aqaba. This work is being undertaken in association with Arcadis EuroConsult the Arnhem, Netherlands-based engineering consulting firm which is one of the European Union’s leading international development companies.

European Union, CARE Austria, CARE International and Government of Philippines, 2004 – Stephan Fuller was Team Leader for the participatory evaluation of the Mt Isarog Integrated Conservation and Development Project. This includes designing an innovative stakeholder involvement process for the final review of this biodiversity conservation initiative in the Mt Isarog Natural Park and the buffer zone communities.

UNDP Russia/Global Environment Facility (GEF) and the Kamchatka Oblast State Parks Directorate, 2003/4 - design of public participation options for protected areas managers in four protected areas in the Kamchatka Oblast, including an internet-based and interactive six-month management planning process with 18 Russian staff. This is a direct complement to our earlier successful work with the Kamchatka UNDP/GEF protected areas management planning project.

During the summer of 2003 we worked with the Nature Conservation Division in Bhutan in association with the United Nations Development Program (UNDP) and the Global Environment Facility (GEF); with the Ministry of Environment in Iran, with the World Bank and UNDP/GEF in China, and with CIDA, CEAA, and ongoing assignments in South Asia. In Bhutan we completed an evaluatin of the siz year long GEF project in Jigme Dorjh National Park. In Iran, we completed a participatory planning workshop to aid the design of a new GEF project in the Central Zagros Mountains of western Iran.

We are also active again in China (after an unanticipated delay due to the SARS outbreak) - working with the World Bank Forestry Loan Project, specifically with the Protected Areas Management Plan (PAMP) which is funded by a grant from the UNDP Global Environment Facility (GEF) in 13 NRs in seven different provinces.

We were responsible for the training and capacity building needs assessments portions of the PAMP.

We have now expanded our growing range of assignments with the UNDP and the GEF to include the Russian Federation. Throughout this year and beyond we are undertaking a capacity development project on the Kamchatka Peninsula’s Nature Reserves and UNESCO World Heritage Site. This opportunity to return to one of Earth’s last wild places is a very exciting professional challenge. During March we completed our first training workshop with the Protected Areas Directorate in Kamchatka Oblast. In the words of the GEF project manager;
"Your seminar was one of the best we have had here with foreign trainer participation. The managers of PAs told me that you gave them good understanding of some serious issues in the management (of Kamchatka's parks). It looks promising for our following cooperative work."
Needless to say we are delighted with this endorsement! And we will be continuing the field component of the project in August.

In Russia we continue to work closely with both IUCN-CIS (www.iucn.ru - the new office of the World Conservation Union) and the Biodiversity Conservation Center - the leading protected areas advocacy and planning organization in Russia (www.biodiversity.ru/eng/).

Northwest Yunnan Province - Baimxxueshan and Nujiang NRs (a total of 5574 sq. km.) - this is the heart of the Lancang Priority Conservation Unit (and Conservation International's Huangdong Mts. Hotspot). It is also the heart of the area sometimes known as the "Three Parallel Rivers" protected area - the eastern Himalayas convergence of the Irrawaddy, Mekong and Yangtze Rivers. There are 10 distinct ethnic minority groups partially inhabiting the reserves - including significant numbers of Lisu, Bai, Nu, Dulong, Tibetan and Naxi peoples).

On the Sichuan-Gansu Provincial Border (the Matianlin "cluster") including Tangjache NR and Baishuijinme NRs - 2537 sq.km. (Han Chinese plus Bai ma Tibetans and Hui minorities) - this area has global significance for wild Giant Panda habitat. (this is adjacent to our Ruoergai project area from 2001).

Sichuan Province (just south and parallel to Matianlin - (the Minshan "cluster") - Baiyang, Si'en (now renamed as Xuebading), Piankou and Xiaozhaizigou NRs (another 1415 sq. km. - global biodiversity significance for Giant Pandas plus Golden Monkey, Clouded Leopard, Takin, Temminck's Tragopan and Blue-eared Pheasant. (Here are Qiang, Tibetan and Hui minority peoples).

Guizhou Province - Fanjingshan NR (419 sq. km.) - (protecting habitat for the Guizhou Golden Monkey, Clouded Leopards and giant salamanders among other threatened species) with Tujia, Miao and Dong minority populations.

Welcome All to our brand new website!!!

We are now active again in China (after an unanticipated delay due to the SARS outbreak) - working with the World Bank Forestry Loan Project, specifically with the Protected Areas Management Plan (PAMP) which is funded by a grant from the UNDP Global Environment Facility (GEF) in 13 NRs in seven different provinces.

In Russia we are working in close cooperation with both IUCN-CIS (www.iucn.ru - the new office of the World Conservation Union) and the Biodiversity Conservation Center - the leading protected areas advocacy and planning organization in Russia (www.biodiversity.ru/eng/).

The other breaking news is that we have established a new Senior Associate relationship and opened an office with the Baastel Group in Ottawa – Canada’s leading consultancy for international project design, management, implementation, monitoring and evaluation. Their particular strengths will complement our own suite of environmental services and allow a new range of potential clients to be engaged. See www.baastel.ca or Partnership with Baastel.

With Baastel we are presently undertaking a new Sustainability Capacity Development project with the Canadian Environmental Assessment Agency (CEAA). Six training modules are in preparation and testing of the workshop format will begin later in the spring. Several other international projects are under development. In addition to all of the above, we are continuing our professional and personal commitment to projects in several Himalayan countries with new prospects in Yemen, Vietnam, Turkmenistan, Iran, and Bhutan, among others.

Fuller & Associates have been awarded two new projects with the World Bank/Global Environment Facility (WB/GEF) in China, and the United Nations Development Programme in Russia, in addition to our continuing work with CIDA, CEAA, and ongoing assignments in South Asia.

We have now expanded our growing range of assignments with the United Nations Development Program and the Global Environment Facility to include the Russian Federation. Throughout this year and beyond we will be undertaking a capacity development project on the Kamchatka Peninsula’s Nature Reserves and UNESCO World Heritage Site. This opportunity to return to one of Earth’s last wild places is a very exciting professional challenge. During March we completed our first training workshop with the Protected Areas Directorate in Kamchatka Oblast. In the words of the GEF project manager;
"Your seminar was one of the best we have had here with foreign trainer participation. The managers of PAs told me that you gave them good understanding of some serious issues in the management (of Kamchatka's parks). It looks promising for our following cooperative work."
Needless to say we are delighted with this endorsement!

We have also just signed a new contract with the WB/GEF Forestry Project in China - specifically the Protected Areas Management Planning Subcomponent. Beginning this spring we will be involved in management planning activities in 22 Nature Reserves in SW China, contributing to the implementation of the National Biodiversity Action Plan - under the Chinese commitment to the Convention on Biological Diversity.

In addition we are continuing our professional and personal commitment to projects in several Himalayan countries with new prospects in Yemen, Vietnam, Turkmenistan, Iran, and Bhutan, among others.
